Scheduled for March, US exercises in Europe Defender 2020 is not directed against Russia.  This was announced on Monday by NATO Secretary General Jens Stoltenberg.

The exercises are not directed against any particular country. Their goal is to show the ability of USA to quickly deploy American forces in Europe to protect the allies of the alliance if necessary. NATO is a defensive alliance, and the [upcoming] exercises are defensive.  We are not looking for a confrontation with Russia, but the reality at the moment is that the actions of this country have affected stability and security of the region, “Stoltenberg said.

He added that Russia, as well as OSCE member countries, were duly informed by the United States of upcoming maneuvers.  “Russia has the right to feel safe inside its borders, as well as the allies in the North Atlantic Alliance,” the NATO Secretary General explained.

Defender 2020 exercises will be the largest US maneuvers in Europe in 25 years.  As a military source in NATO explained earlier to TASS, these will be exactly the American maneuvers under the American command.  The structures of the North Atlantic Alliance will play a subordinate role during the exercises, engaged in logistics and coordination of contingents of 17 US partner countries that will take part in the maneuvers.  In total, 37 thousand people will be involved in them, Germany will become the center of their holding, however, various elements of these maneuvers will take place on the territory of 10 NATO states, including near the Russian borders with Poland and the Baltic countries.
